President Kim Il Sung devoted himself to improving the living standards of residents in mountainous areas after Korea’s liberation from the Japanese military rule on August 15, 1945.
On September 29, Juche 36 (1947) when the sun was setting, he left for Kuji Valley at the dead end of Yangdok County, South Phyongan Province.
He walked up quite a long distance along a small path in the thick forests in the deep mountain where it was difficult to see an inch ahead because of entangled vines. After a good while, he could find several patches of fields and a shabby house indicative of poverty of villagers who had suffered from all sorts of maltreatment and exploitation by the Japanese imperialists before liberation.
He exchanged greetings with the owner of the house aged about 70. Staying overnight at the house, he acquainted himself with the living conditions of the old man and other peasants in the mountain village.
The old man explained that they mainly cultivated foxtail millet and potato but the yield was not high as the soil was infertile. Then, the President said that the infertile soil would be turned into the fertile one when they applied a great deal of manure there, and that they should increase cash incomes by planting a lot of Yangdok tobacco growing well in the locality.
The old man said the locality was rich in wild vegetables and fruits. After hearing him out, the President underscored the need to make effective use of mountains in mountainous areas and the sea in coastal areas. If they gathered in a planned way the medicinal herbs and wild vegetables and fruits from the mountains according to the season, they would be able to increase their incomes without large investments, he explained plainly.
The chairman of the sub-county committee, who came to the house later, told the old man that the guest was President Kim Il Sung .
The house owner was so excited that he shed tears of joy for a while, and took a small, well-thumbed memo-book and a stubby pencil out of his pocket and began to write something on it.
When the President asked the old man what he was writing, he answered:
“I wrote that General Kim Il Sung visited my house. I will hand it down to my children.”
Holding his hands, Kim Il Sung asked him to write “Pluck gold from all mountains” and hand it over to his children.
