West Coast Exchange, North Korea Watcher Conference, Sept. 2026

The DPRK has carried out a series of waterway construction projects to improve its irrigation system.

They include the Kaechon-Lake Thaesong waterway, Paengma-Cholsan waterway, Miru Plain waterway and South Hwanghae provincial waterway built as part of the grand nature-harnessing programme for boosting agricultural production.

At present, the Hwangju Kindung waterway is under construction in North Hwanghae Province.

Hwangju Kindung plain has unfavourable conditions for the supply of water from the geographical point of view.

The project is mainly aimed at building well over a hundred kilometre-long gravity-fed waterway to send the water of Lake Yonthan to the plain without using electricity or pumping facilities.

“When it comes to waterway, people usually think of water channel that stretches for a long distance at first. But the Hwangju Kindung waterway has many water tunnels through the mountains,” said an official of the central waterway construction headquarters.

According to him, its builders have tunnelled well over 10 000 cubic metres of earth for extension, laid over 10 000 cubic metres of concrete, removed hundreds of thousands of cubic metres of earth and excavated well over 10 000 cubic metres of bedrock this year alone.

At the construction site efficient construction methods including the stratum support method of construction have been introduced to ensure continuous successes in the project.

When the waterway project is completed, a new irrigation system will be built to supply enough water of Lake Yonthan to the vast stretches of farmland in Hwangju Kindung plain and Yonthan County.

And a large quantity of electricity will be saved as the system will not use many pumping facilities including large water pumps and electric motors.
