Vice-Minister of Foreign Affairs of DPRK Issues Press Statement

Pak Sang Gil, Vice-minister of Foreign Affairs of the DPRK, issued a press statement on May 29 as follows:
Japanese Prime Minister Kishida reportedly said at a rally on May 27 that it would be very important to build the relations between the top leaders of the DPRK and Japan, and clarified his intention to hold a high-level consultation for an early realization of the DPRK-Japan summit.
We do know that Prime Minister Kishida has expressed his desire for the “Japan-DPRK summit without preconditions”at any opportunity available since he took his office, but we do not know what exactly he wants to get out of it.
It is now necessary to rationally identify the cause of the ever-deteriorating relations between the two countries despite the two rounds of the DPRK-Japan summit meetings and talks in the 21 st century.
Japan is now talking about the “summit without preconditions” but, in fact, it is putting the settlement of the already-resolved abduction issue, and the DPRK’s right to self-defence as a de facto precondition for improvement of the DPRK-Japan relations.
We are not sure what Japan is going to do or what it will ask for. However, if it is the same attempt as has been done by its preceding regimes to fulfil the unfulfillable desire by employing the old trick, without any better alternatives or decision to rewrite the history, such an attempt is a miscalculation and a waste of time.
Should one doggedly stick to the past, one cannot advance towards the future.
It is the stand of the DPRK government that there is no reason for the two countries of the DPRK and Japan not to meet with each other, if Japan would seek a way of improving the relations based on a new decision from a broad perspective of a major power, that is, to recognize each other as it is in light of the changed international trend and of the times without being a prisoner of the past.
Japan should show its will to resolve the issue by deeds, not by words.
