The Japan, which had been seeking a chance for aggression against Korea for a long time coveting its rich resources, plundered them at random after its military occupation of the country in 1905.
Among them is the crime of plundering grains.
In February 1915 it proclaimed the Regulation on the Inspection of Korean Grains.
Entering the 1920s, it tried to put an end to the food crisis created in Japan by plundering Korea of its grains on a larger scale.
This drove the Korean people into extreme hunger and poverty. When they were living on grass roots, wild trees and even soil, heaps of grains plundered by the Japanese imperialists in different parts of Korea were shipped to Japan.
Their plunder of the Korean grains reached its height after July 1937, when they ignited the Sino-Japanese War.
Jiro Minami, the then Japanese governor-general of Korea, announced a plan to obtain more than 10 million sok (one sok is equivalent to 20 pecks) of grains every year and pushed ahead with its implementation.
The Japanese imperialists enforced grain delivery system in order to meet the rapidly-growing wartime demand for grains, a vicious system aimed at plundering grains under the pretext of delivery.
Through the murderous and predatory system, they plundered 60 to 70 percent of the total grain output of Korea in 1944 alone, the year before their ruin.
According to conservative data released by Japan, more than 190 million sok of polished rice were shipped to Japan during its occupation of Korea, and more than 260 million sok , when miscellaneous cereals were added.
All the amounts of natural resources plundered by Japan are hard to be measured, and grains are only part of them.
This being a hard historical fact, the Japanese reactionaries are shamelessly distorting the truth, claiming that their colonial rule over Korea had been something the Korean nation wanted and that it had a positive influence on their development.
Owing to the brigandish plunder by the Japanese imperialists, Korea could not achieve economic development despite its rich resources, and its people suffered from extreme poverty.
To make an apology and reparation for the crimes it committed against the Korean people is a mandatory legal and moral obligation of Japan, felon of history and war criminal state.
Japan should clearly know that no crafty trick can ever cover up or erase the hideous unethical crimes it committed against the Korean nation, and redress as soon as possible the wrongs it did to them.
