Chairman Kim Jong Il provided guiding principles for regional development by publishing immortal classic works like “The Status and Role of County in Socialist Construction” , “The Validity of Our Party’s Policy of Developing Local Industry” , “Let Us Bring About a Fresh Improvement in the People’s Standard of Living by Enhancing the Role of County” . He also made it possible to effect rapid progress in the development of regional economies, visiting factories, enterprises and rural areas across the country.

Chairman Kim Jong Il kept on travelling a total of over 1,674,610 ri to give field guidance to more than 14,290 units across the country which is equivalent to going around the earth nearly 17 times. On January 15, 2024, respected Comrade Kim Jong Un put forward the “regional development 20×10 policy” in the important policy speech delivered at the 10 th Session of the 14 th Supreme People’s Assembly of the DPRK. This policy is to develop onto a higher stage the basic material and cultural living standards of the regional people across the country at the earliest date possible by pushing forward with the regional industrial development.

“Regional development 20×10 policy” is a gigantic change and revolution to raise on one stage the basic material and cultural living standards of the people in all cities and counties across the country in 10 years by building without fail the modern regional industry factories in 20 counties every year.

It is the steadfast will of our Party and government to eliminate the differences between the capital city and the provinces and the imbalance between regions and to achieve simultaneous, balanced and rapid development in all parts of the country.
