One June day in 1948 the great leader Comrade Kim Il Sung visited the then Hungnam Fertilizer Factory during his field guidance trip to different sectors in South Hamgyong Province.
While inquiring in detail about the production of the factory and living conditions of its workers, he called an official in charge of housing construction for them.
He went over a blueprint of dwelling houses brought by the official and asked him about the location of the residential district and structure of the flats.
Lost in deep thought for a while, Kim Il Sung said in a low voice that the workers must have led a miserable life without their own houses before national liberation (August 15, 1945). Then he told other officials that the air over the district was bad due to the smoke from the factory and stressed that a residential district should be built in a place safe from the factory smoke.
The factory officials were surprised to hear this as they had never thought that the houses should be built in other place because of air pollution although they had long lived there.
Then, on hearing that the workers lived in mat-floored houses, he stressed that the under-floor heating system should be introduced into the future housing construction and that all the houses built in the Japanese way should be rebuilt to meet the tastes of the Korean people.
Noting that when officials should take good care of workers’ life so that they would feel any inconvenience, successes could be achieved in production, he changed the location of the residential district.
