The DPRK goes full steam ahead with the Regional Development 20×10 Policy geared to fundamentally transforming its regional areas.

The respected Comrade Kim Jong Un said at the Eighth Congress of the Workers’ Party of Korea that the general goal to build up cities and counties is to turn all the cities and counties into strategic bases of the highly civilized and prosperous socialist state and developed regions retaining their inherent characteristics.

He ensured that building modern regional-industry factories in 20 cities and counties every year was adopted as the Regional Development 20×10 Policy at the Tenth Session of the 14th Supreme People’s Assembly of the DPRK held in January 2024. It was followed by the 19th Enlarged Meeting of the Political Bureau of the Eighth Central Committee of the WPK where he made a crucial and historic decision to push dynamically ahead with the work to raise the basic material and cultural living standards of the entire population onto a higher level within coming ten years.

In February he attended the groundbreaking ceremony to build regional-industry factories in Songchon County where he dug the first spadeful of earth and pressed the button for blasting, heralding the start of the implementation of the regional development policy. At the Eleventh Plenary Meeting of the Eighth Central Committee of the WPK in December that year he took a measure to formally include in the Party’s new regional development policy the construction of advanced public health facilities, scientific, educational and leisure facilities and grain storage facilities in parallel with that of regional-industry factories.

He toured the construction sites of the regional-industry factories in Hamju, Jaeryong and Songchon counties to encourage the builders and settle the issues arising in the projects.

As a result, the first entities of the regional development policy sprang up in 20 cities and counties including the regional-industry factories in Songchon County around the end of 2024.

Last year, too, news reports were heard almost every day that regional-industry factories were built in different parts of the country including Sinyang, Rangnim and Taegwan counties.

On December 15, 2025 Kim Jong Un attended the inauguration ceremony of the regional-industry factories and leisure complex in Kangdong County and told the officials that to achieve a leap forward in the regional areas and provide the people with precious entities of rejuvenation and civilization is a sacred undertaking which our Party serving the people should unconditionally and consistently push forward without a moment’s stagnation or delay.

Thanks to Kim Jong Un ’s painstaking efforts to push ahead with the implementation of the regional development policy and thus hasten the comprehensive prosperity of the country, the Korean people are enjoying a new life and new civilization wherever they live.
