One day in July 2024 the respected Comrade Kim Jong Un visited the Phungo-dong area in Sinpho City, South Hamgyong Province, to preside over a consultative meeting related to regional economic development.
At the meeting he stated his determination to build an offshore farm in the city as a model of aquaculture in the new century and present it to the local people as a gift.
In fact, he had long planned to ensure that Sinpho City with a limited area under cultivation compared to its population and weak economic foundations uses the sea to develop its economy and promote the residents’ livelihood. At the 10th Plenary Meeting of the Eighth Central Committee of the Workers’ Party of Korea held from late June to early July 2024, he put forward a task for building the Sinpho City Offshore Farm into a new model of aquaculture.
He also clarified the orientation and ways for turning the city into a comprehensive industrial zone that can make the most of the marine resources. Immediately after the meeting he looked round the offshore farm area to learn in detail about the conditions in the waters off Phungo-dong.
In November he visited the construction site to give energetic guidance to the project. He pointed to the need to build regional-industry factories and seafood processing station with the road to the farm as the axis.
Under his wise leadership, the inauguration ceremony of the Sinpho City Offshore Farm was held on December 28 that year, and the following year regional-industry factories were built in the Phungo-dong area.
At the inauguration ceremony of the regional-industry factories in the city in December 2025, he expressed satisfaction over the fact that the Phungo-dong area has been transformed into a hub of regional economic development and a powerful base for improving the people’s living standards and hoped that the city undergoing an exemplary course of development for other coastal cities and counties would establish a reputation as a rich and civilized town which confidently writes a new chapter of prosperity in its history by depending on its self-reliant foundations.
