After receiving a report that the delegates to the world festival of youth and students returned home one day in September Juche 40(1951), Premier Kim Il Sung highly appraised them, saying that Korean sportspersons fought well in the games and they played matches well with balls in place of rifles in the midst of war.
Stressing the need to organize a sports club in the People’s Army in future, he instructed that he had thought about it since he dispatched a contingent of sportspeople to the festival in Berlin and said there was no reason why the Korean people should not do sporting activities even during war.
You may think that it is not proper to organize a sports club in the army in the midst of war, but how could we win the war without such composure he said. The outcome of the war has already been as good as decided and our army on the front would not be destroyed even if we pick up 100 sportspersons, he said, laughing heartily.
Three months later, he issued order of the Supreme Commander No. 0644 “On organizing a sports club of the Korean People’s Army” on December 15 Juche 40(1951).
