The fifth-day meeting of the First Session of the Supreme People’s Assembly of the Democratic People’s Republic of Korea took place on September 8, Juche 37 (1948).
After the adoption of the Constitution of the DPRK in accordance with the unanimous will of the deputies, the speaker of the assembly declared that Premier Kim Il Sung would issue a “statement on the transfer of power” to transfer the power and rights of the People’s Committee of North Korea to the Supreme People’s Assembly of Korea. The meeting hall then resounded with loud applause.
Kim Il Sung walked to the speaker’s table, waving back to the cheers of the deputies and started his speech.
He said in the speech that the Korean people had waged a vigorous struggle to establish a genuine unified, democratic central government, set up an independent state and create a free and happy democratic life for three years since national liberation and that the People’s Committee of North Korea had faithfully fulfilled its mission entrusted to it by all the people before declaring:
Today the PCNK considers that it has fulfilled all its duties and exercised all its rights, because the Supreme People’s Assembly of the Democratic People’s Republic of Korea, the unified, supreme legislative body of all Korea for which the entire Korean people have yearned so long, has been formed in accordance with the will of the entire people in north and south Korea.
Therefore, on behalf of the PCNK, I hereby transfer the power and rights of the PCNK to the Supreme People’s Assembly of the DPRK.
The meeting discussed the matter of the composition of the government of the Democratic People’s Republic of Korea as the next agenda item and elected the sagacious General Kim Il Sung as premier and head of state of the DPRK by reflecting the unanimous will and desire of all the Korean people.
At the moment, cheers of hurrah broke out in the meeting hall.
As the General was elected to the top post of the DPRK, the Korean people could more dynamically advance for the building of a prosperous, democratic, independent and sovereign state, rallying firmly around him, and the country could win fame across the world.
