CERD Calls for Repeal of Japan’s Revised “Law on Immigration Control and Recognition of Displaced Persons”

In Japan, the lately revised “law on immigration control and recognition of displaced persons” are raising concerns at home and abroad.

According to Japanese media, the revised “law on immigration control and recognition of displaced persons” aims to strictly control the permanent residency of foreigners in Japan. It includes a provision to disenfranchise the permanent residency in case of delayed payment of taxes or social insurance, or failure to carry the resident card at all times.

The media lamented that Japan has already a very isolated nationality law with a much higher barrier to acquiring citizenship compared to other countries, and the latest revision will only invite racial and national discrimination, a cause for concern.

Last year, in a detention center for immigration service in Japan, a woman from Sri Lanka died of inhumane treatment. With this incident as a momentum, the above mentioned law has provoked severe criticism at home and abroad.

Regarding the recent revision, the foreigners resident in Japan are raising voices of concern again, saying that it will adversely affect the lives of the family members of permanent residents, not to speak of the residents themselves.

The UN Committee on the Elimination of Racial Discrimination (CERD), in its letter to the Japanese government, expressed concern over the restricted human rights of the permanent residents under the revised law and called for immediate measures to protect permanent residents, including review and repeal of the mentioned law so that the Japanese government can be spared the consequences of racial discrimination.

It is the unanimous demand of the international community that Japan’s deep-rooted chauvinistic policy should be abolished.
