Government-General Administration Reduces Koreans to Slaves

West Coast Exchange, North Korea Watcher Conference, Sept. 2026

After occupying Korea by unlawful and illegal means, Japan began to enforce a fascist colonial rule over the Korean people.

On September 30, 1910, it issued the “regulations related to the government-general in Korea and government offices” and declared the enforcement of the alleged government-general administration from the following day.

The government-general mechanism was designed for a fascist rule through and through.

Japan set up the government-general as the top governing body for colonialism and put all offices related to politics, the economy, culture and other social fields under the control of it while reorganizing the local government structure in favour of the colonial rule. This ruling system had inflicted untold misfortune and sufferings on the Korean people over decades.

Japan invoked a range of draconian laws such as “criminal summary law,” “Korean criminal law” and “Korean punishment law” to imprison, execute and crack down on Koreans randomly and everywhere.

In addition, it forcibly conscripted and abducted millions of young Koreans and subjected them to cannon fodder for its war of aggression and slave labour, making many of them losing their lives.

Moreover, it forced 200 000 Korean women into sexual slavery for Japanese troops in an unprecedentedly unethical crime that still evokes international criticism.

During its government-general administration it was hell-bent on obliterating the national identity of the Koreans and eradicating the Korean nation, and made no bones about destroying and plundering precious cultural relics associated with the history of the Korean nation spanning thousands of years and the wisdom and resourcefulness of its people. Indeed, what it had perpetrated during its decades-long rule is innumerable.

It is s natural legal and moral obligation to apologize and compensate for what you have committed.

Far from compensation, however, Japan has yet to apologize for its blood-stained history. Rather it is frantic with overseas invasion, glorifying its crime-ridden past.

The Korean people who had to suffer national distress owing to Japan are enraged by its reckless moves.

Deeply mindful of its wrongdoings, they are determined never to tolerate its moves but settle old scores with it.
