The following happened during the days when Comrade Kim Il Sung (April 15, 1912-July 8, 1994) was making preparations for founding a political party.

On September 24, Juche 34 (1945), he visited the South Phyongan Provincial Party Committee. That day he suggested that the provincial Party school was named the Pyongyang Worker-Peasant Political School and said that the school should regard it as its mission to train Party officials and that the victory of the Korean revolution and the prosperity of the country and nation depend on how competent Party cadres are trained.

He gave instructions on various issues ranging from the length of a lesson to the enrolment and the content to be dealt with in lectures. No matter how difficult the economic situation of the country is, the training of cadres is an indispensable undertaking, and this is a demand of the revolution, he said.

On October 3, he visited the school again and gave a lecture titled " On Progressive Democracy ".

In his lecture he said: Today the Korean people want to take the road to progressive democracy that will, not in words but in deeds, make the masses of the people the masters of their country and make everyone free and happy; the 30 million Koreans, who were cruelly exploited and maltreated for long years under the feudal system and Japanese imperialist colonial rule, deprived of freedom and rights, cherish the road to progressive democracy; it is a road that promises the country and its people development and eternal prosperity.

Then he declared that the Korean people should build an independent and sovereign state based on progressive democracy.

There was a loud applause in the lecture hall. It was an outburst of the feeling of gratitude to the great man who liberated the country from the Japanese imperialists’ military occupation, and of pride and joy of the distressed nation in finding the road it should follow after so long years of subjugation and submission which it had to accept as its fate.

And when he clarified the features of progressive democracy as independence, coalition, freedom, prosperity, revolution and peace in simple words, loud applause broke out again in the hall.

His three-hour lecture completely touched the heartstrings of the audience.
