It happened in the days when ChairmanKim Jong Il guided the constructionof the Ice Rink in Pyongyang.
One day he came out to thespot with officials to designate the site for the ice rink. Looking at the largeopen space between Pyongyang Indoor Stadium and the Changgwang Health Complex,he was very pleased to say that an ideal stadium area would be formed therewhen an ice rink was set up.
As he personally chose thesite and expressed his satisfaction, the officials said that they would startthe construction from the following day.
After being in thought for awhile, the Chairman said that they should first listen to the people’s opinionsas it was a building to be used by them. And he told the officials to makepreparations for the construction on one hand and to make a model according tothe design and listen to the opinions of the broad masses of people on theother, before discussing the project again.
As a result, a model wasinstalled on the site by putting up a balloon tied with several ropes to theheight of the building, so that the shape, height and size of the ice rink couldbe seen in actual temporal and spatial comparison.
The Chairman was verysatisfied to hear from the officials that the people who saw it were unanimousin saying that the building was new and unique in shape, appropriate in height andgood in site. Saying that it would be all right if they were pleased with it, hestressed the need to build the Ice Rink on the highest level, regarding therequirements of the people as a standard, as their demand for architectural artgot considerably higher.
Thus, the splendid Ice Rinkwas constructed under the meticulous guidance of the Chairman who ensured thatevery structure was built at the level required by the people to meet their sentiments and promotetheir convenience.
