Japan’s Crime Seen through Korea-Japan Protocol

In the past Japan fabricated the Korea-Japan Protocol, one of the crimes it committed against Korea.

The fabrication was part of its preparations for occupying Korea by force of arms and colonizing it.

At a Cabinet meeting in December 1903, the Japanese imperialists made a decision that Japan should conclude a protocol with Korea by influencing it. To this end, they sent a large number of troops to Korea. Thus Korea was as good as under its military occupation.

They also blockaded the royal palace of the Korean Emperor Kojong with military force so as to take control over him.

Then they plotted to remove the Korean officials who were against Japan and the conclusion of the protocol with it. Owing to their scheme, Ri Yong Ik, a high-ranking government official of the feudal Joson dynasty, was arrested and discharged from his office and sent to Japan.

Thus they disposed of all anti-Japanese force in the Korean government. On the basis of this, they intimidated pro-Japanese elements in the Korean government. In this way, the protocol was concluded on February 23, 1904.

The six-article protocol stipulated that the Korean government shall firmly trust the Japanese government and accept the “advice” of the latter on the improvement of politics for the “eternal friendship” and “peace in the East” and refrain from concluding with a third country an agreement which violates this “protocol”; the Japanese government shall “guarantee” the independence of Korea and its territorial preservation; the Japanese government shall take necessary measures when the safety of the royal family and the territorial preservation of Korea are endangered and the Korean government shall provide convenience for it.

Though the Japanese imperialists tried to disguise their aggressive ambitions by mentioning “peace in the East” and “independence of Korea and its territorial preservation” in the protocol, it was, to all intents and purposes, part of their manoeuvres to make Korea a theatre of their aggressive war and their complete colony.

Later, in November 1905, they coercively concluded the “Ulsa five-point treaty” with the Korean government, thus reducing Korea to their complete colony.

The history will strictly judge the despicable crimes of the Japanese imperialists, who forced all manner of unequal treaties upon the Korean people and deprived them of their sovereign rights.
