August and September are national physical strength examination months in the DPRK every year.
Addressing the first conference of sportspeople in the country in October Juche 35(1946), President Kim Il Sung said that physical culture and sports in the liberated country should not be those to give prominence to only a few individual players, nor the merrymaking of a handful of people, but become an all-people affair which would contribute to the building of the country for sovereign independence and democratic development of Korea.
After creating a new history of development of sports for the people, he took measures to establish a national physical strength examination system in Juche 37(1948).
In his concluding speech at a national meeting held in August Juche 38(1949) he said that to develop physical culture and sports is of great significance in promoting health of the working people and getting them ready for labour and national defence, adding it was decided to set sports day in order to popularize sports and further develop the country’s physical culture and sports. And he proposed setting the second Sunday of October every year as sports day.
