Mandatory Obligation and Top Priority

West Coast Exchange, North Korea Watcher Conference, Sept. 2026

The Workers’ Party of Korea is a party which works for the good of the people and the Democratic People’s Republic of Korea is a country where the people are its masters.

In his speech made on August 15 to welcome the people who had arrived in Pyongyang from the flood-hit areas the respected Comrade Kim Jong Un , general secretary of the WPK, said: “Our Party and government are obliged to take full responsibility for the life and health of all the people within the territory of our Republic. This is a mandatory obligation and top priority for our Party and our state.”

This represents the noble intention of the General Secretary who always devotes his absolute and fervent passion to the honourable service for the people.

Days earlier he had toured a flood-hit area and commanded the operation for rescuing the inhabitants who were isolated in the zones vulnerable to flooding. He had even visited the makeshift tents where the flood victims stayed, and consoled them. He took crucial measures to bring the children, students and other flood victims to Pyongyang so that they could get along until the rehabilitation project rounded off. In seeing his benevolent image all the Korean people keenly felt once again the fatherly care of the leader who regards them as Heaven and what he meant by the mandatory obligation and top priority for their Party and state.

To the General Secretary all the flood victims are members of his great people who have remained faithful to the Party all their lives, working with devotion for the prosperity and development of the state and who even when left homeless in the aftermath of an unexpected disaster, treasured their trust in the Party more than their personal property or houses that had been lost, while remaining unchanged in their absolute trust in it.

That’s why he took steps to ensure that the elderly, nursing mothers, honoured disabled ex-soldiers and children, who had lived in discomfort in the flood-hit areas along the border lines and the northern inland region of the country, enjoyed all the benefits of the state under its protection staying in Pyongyang. When he met them, he said: “This is an impressive and happy day. Our Party and government feel most proud on such days.”

As such, the Party and the state view it as a mandatory obligation and top priority to take full responsibility for the life, safety and health of all the people. Under their care the people’s living standards improve steadily and the advantages of Korean-style socialism and the inexhaustible might of the single-hearted unity in the country are demonstrated to the full.
