In the DPRK precedence is given to labour protection over production, and everyone is leading a working life in a safe and cultured environment according to his or her wish and ability.
This is guaranteed by the Law of the DPRK on Labour Protection adopted in July 2010.
The law makes a contribution to providing the people with safe and hygienic working conditions and actively protecting and promoting their lives and health by establishing a strict system and order in labour protection. It stipulates that the state shall invariably adhere to the principle of giving precedence to labour protection over production and construction.
The country has long given priority to labour protection.
In the last century when its economy was in difficulties, it took resolute measures to blow up the electric arc furnace at the then Songjin Steel Plant for the health and lives of the workers and remove a smeltery, which was producing rare metals, to protect the health of the workers from harmful gases.
The 13th Session of the 14th Supreme People’s Assembly of the DPRK held in September 2025 stressed the need to place man above production and promote the health and convenience of producers.
For the labour protection, the state has rationally set up hospitals or clinics to conduct regular health checkups and prevention and treatment of diseases. And in order to prevent labour disasters and all other kinds of accidents, a central accident prevention committee is in operation in the Cabinet, with similar organizations in the commissions, ministries, national agencies, provincial (municipal), city and county (district) people’s committees, institutions, enterprises and organizations.
Institutions, enterprises and organizations are required to have hostel, dining hall, wash-cum-bath room, barber’s, lounge, nursery, kindergarten and other welfare facilities and operate them on a regular basis.
Over the past 10-odd years alone, the Pyongyang Kim Jong Suk Textile Mill and many other units have built workers’ hostels equipped with all facilities needed for the living of the hostellers, including bedrooms, dining hall, beauty parlour and library.
