Selective and Discriminatory Human Rights Mechanisms Rejected

In the recent 61 st Regular Session of the Human Rights Council in Geneva, many countries rejected the country-specific mandates in the UN human rights system as being practices of politicization, selectivity and blatant double standard.

During the general debate on major items like human rights situations that require the Council’s attention, the DPRK, Russia, China, Laos, Belarus and others exposed the injustice of such politically-motivated, selective and discriminatory human rights mechanisms as the country-specific “special rapporteur” mechanism and strongly demanded that the principles of respecting the national sovereignty and addressing human rights issues through a constructive dialogue and cooperation-based approach be maintained.

A considerable number of countries including South Africa, Egypt, Ethiopia, Indonesia, Algeria, Kenya and the United Arab Emirates termed the proliferation of supervisory mandates without the consent of the State concerned the infringement upon sovereignty and interference in the internal affairs of the State concerned and called for putting an end to all discriminatory practices in the human rights arena.

Russia, in particular, noted that the Office of the High Commissioner is being degenerated into a supervisory organization devoid of its intrinsic mission and responsibility with the practice of double-standard.

Meanwhile, China stated that despite the grave violations of human rights and humanitarian catastrophes worldwide, the Council’s country-specific “special rapporteur” mechanism concerning 13 countries is turning a blind eye to human rights issues deserving genuine attention but is spending vast expense targeting countries that are always from the South. China also called upon member states to reject politicization, exploitation and application of double standards in the human rights arena and effectively protect and promote human rights through dialogue and cooperation based on principles of equality and mutual respect.

The recent 61 st Regular Session of the Human Rights Council served as an occasion which indicates that the exploitation of human rights for political purposes itself constitutes a great challenge to human rights.
