One day in January Juche 69 (1980), Chairman Kim Jong Il visited the construction site of the Changgwang Health Complex which was nearing completion.
Referring to President Kim Il Sung’s instructions on building a skating rink in Pyongyang, he said to accompanying officials that citizens would be very glad when a nice skating rink was built in Pyongyang as the President planned and told them to find its building site between the Changgwang Health Complex and Pyongyang Indoor Stadium.
And then, he added that the building site should be near the bath house and that he planned to make the place a base that uses water in a comprehensive way by building a fountain and a skating rink as well as the bath house and swimming and wading pools of the Changgwang Health Complex.
His instructions were full of love for the people and the noble intention to turn Thosongnang, which used to be flooded frequently in the past, into a place where people can use water comprehensively and enjoy water by building the Changgwang Health Complex, a fountain and an ice rink.
