The great leader Comrade Kim Il Sung (April 15, 1912-July 8, 1994) attended the ceremony for starting the Pothong River improvement project on May 21, 1946, together with some officials.
That day he delivered a rallying speech in front of all the participants in the project and picked up a shovel to break the ground.
Before Korea’s liberation (August 15, 1945) the Pothong River was synonymous with misfortune and misery. The Japanese imperialists randomly fell off the trees along the upper reaches of the river. As a result, even light rain caused landslides and flooding. The area along the river banks swarmed with poor people, leaving the river at its worst.
Kim Il Sung was always concerned about the plight of the people living on the Pothong plain. In the days of the anti-Japanese armed struggle he worked out a plan to transform the Pothong into a river of paradise and proposed the its improvement project as the first nature-harnessing undertaking after the country’s liberation.
In the speech he said that the Pothong River improvement project would be staged as part of the effort to create a new life for the liberated Korean people. He added: The Pothong River improvement project is the first project the Pyongyang citizens contribute to the building of a new, democratic Korea with their patriotic labour, and it is a great nature-harnessing work our liberated people undertake for the first time. By finishing this project successfully we should make it the first beacon to the transformation of nature for the construction of a democratic, independent and sovereign state that is rich and strong.
In response to his call Pyongyang citizens and other volunteers from across the country completed the project requiring the removal of more than 420 000 cubic metres of soil in 55 days, 15 days earlier than scheduled.
In 1971 the Korean people built the Monument to the Pothong River Improvement Project on the river bank to hand down Kim Il Sung ’s exploits for all ages.
