The DPRK is making positive efforts to develop outer space for peaceful purposes.
The UN Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space adopted in 1963 and the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies (Outer Space Treaty) adopted in December 1966 officially recognize it as a legitimate right of a sovereign state to freely develop outer space for peaceful purposes.
The DPRK, which is squarely exercising the legitimate right to develop outer space for peaceful purposes, joined the Outer Space Treaty and its annexed agreements and conventions in order to promote international trust and boost cooperation in the fields of space science and satellite launch, and has manufactured and launched artificial earth satellites and carrier rockets in pursuit of its own space programme.
The satellites launched by the country so far were equipped with communications and measuring instruments, and their peaceful missions have been fully proved through transmission of measurement data and relay communications.
The exploration and use of outer space in the country is firmly guaranteed by law.
Article 50 of the Socialist Constitution of the Democratic People’s Republic of Korea stipulates that the state shall introduce advanced science and technology in every possible way, open up new areas of science and technology and raise the country’s science and technology to the world level.
The Law of the DPRK on Space Development was adopted in April 2013 as a powerful means for legally fixing the country’s achievements in space development and guaranteeing its future development activities.
With the adoption of the law, the country consolidated its position as a manufacturer and launcher of artificial earth satellites and enshrined in law the successes it has made so far in space exploration, laying a solid foundation for making a leap forward in its space programme in the future.
The DPRK has thoroughly honoured its commitment to exploration and use of outer space while fully exercising its right as a signatory to the Outer Space Treaty.
It remains consistent in its stand and policy to provide the people with a more civilized and affluent material and cultural life and hew out a bright future by making the best use of the space resources, an asset common to mankind.
