The following shows the data on housing construction in Pyongyang over recent years:

The first-stage project of 10 000 flats in the Hwasong area was started in February 2022, and inaugurated in April the following year;

The second-stage project of 10 000 flats in the Hwasong area was started in February 2023, and inaugurated in April the following year;

The third-stage project of 10 000 flats in the Hwasong area was started in February 2024, and inaugurated in April the following year;

The fourth-stage project of 10 000 flats in the Hwasong area was started in February 2025.

The Hwasong area has changed every year in such a way that the phrases “season of groundbreaking” and “season of inauguration” have been coined. Then what has brought about this change?

The respected Comrade Kim Jong Un initiated the construction of 50 000 flats in Pyongyang at the Eighth Congress of the Workers’ Party of Korea in January 2021 and pressed the button for groundbreaking in the Hwasong area, following the project for Songhwa Street.

To start to build dwelling houses in the Hwasong area in parallel with the construction of 10 000 flats in the Songsin and Songhwa area which was then at its final stage was a bold decision that could not be made easily.

However, Kim Jong Un , who was determined to fulfil a promise with the people in the most thorough and perfect way in any adversity and at any cost, gave instructions on the matter of building a new modern city in the area of Hwasong on several occasions.

Attending the groundbreaking ceremony of the construction of 10 000 flats in the Hwasong area on February 12, 2022, he said as follows: This project is one of the major tasks facing the construction sector this year. It is the second such project for attaining the long-term goal of housing construction in Pyongyang which our Party had been desirous of achieving for a considerable time before launching it last year. It is also the first stage in building a new, modern urban district in this area.

He took every measure to solve the problems arising in the construction of dwelling houses in the Hwasong area.

With an aim of turning the Hwasong area into a model of arrangement of components of urban formation in the capital city, a model of the function of administrative district, and a beautiful and modern urban district where the architectural and formative artistic beauty and advanced civilization are in good harmony, he clearly indicated the orientation and ways for building each stage of the project into a district with its own character, and energetically guided the work to this end.

This year alone, he visited the Hwasong area four times.

He visited the construction site of the third-stage project nearing completion in March and guided on the spot the preparations for operating major neighbourhood-serving amenities in the third-stage section just before inauguration in April.

New urban districts have cut their figures through the first-, second- and third-stage projects with skyscrapers, high-rise apartment houses, public buildings, neighbourhood-serving amenities and other facilities.

The change of the Hwasong area, the epitome of the eye-opening change and development of the state and the happy life of the people, is a precious fruit of the noble intention of Kim Jong Un that the work for the good of the people is the long-cherished work of our Party which must be carried out without fail, however hard and difficult it may be.

The fourth-stage project is now under way in the Hwasong area full of excitement to build 10 000 flats and modern and diverse amenities.
